I would think the bank probably offers the employer some kind of incentive, since they can count on earning the fees when the employees use the card to collect their wages. Maybe the bank offers free payroll processing.

Russia will not get militarily involved in Syria, but would certainly try a reverse Afghanistan on the US. Already their advanced air defense missiles are making the possibility of a US enforced no-fly zone too costly in terms of lost aircraft and captured or killed pilots.
